The Supreme Court said on Thursday that the ability to halt criminal proceedings should be used sparingly and only in the rarest of circumstances. The inherent powers do not confer any arbitrary authority on the court to act according to its whims and fancies, according to a bench comprising justices Abhay Rastogi and Abhay S Oka.
